'issue a marriage license,based upon the following facts:
1.John Gersna is an emancipated minor who resides at Cokeburg,
Pennsylvania and is 20-years of age,having been born on April 6,1950,and who
is employed as a draftsman at General Concrete Units Corporation,at Finleyville
ashington County,Pennsylvania.
2.Karen Pounds is a minor who resides at R.D.#4,Washington,
'Pennsylvania,and is presently l6-years of age,having been born on June 28,
1954.
3.On November 26,1970,Karen Pounds gave birth to a daughter,Kellie Lee
Pounds,and John Gersna acknowledges that he is the father of the said child.
4.Your petitioners presently desire to be legally married in the Common-
wealth of Pennsylvania.
5.On January 14,1971 John Gersna and Karen Pounds a pplied for a marriage
1license in the Office of the Register of Wills of Washington County and were

might thereby be legitimatized.

denied the issuance of the said license for the reason that the said Karen Pound
was unable to produce the consent of her parent and natural guardian.
6.The father of John Gersna ha s consented to the said marriage of his son,
as evidenced by his written consent given before the Register of Wills and filed
with the records of the Register of Wills of Washington County.
7.The parent of Karen Pounds has refused to consent to the said marriage.
8.As a result of such refusal to conse nt by the parent of Karen Pounds,the
petitioners were refused a marriage license by the Register of Wills of Washing-I

II9.Your petitioners desire to marry so that they might enjoy all of the legal
iandsocialactivitiesofmarriageandalsothatthedaughterborntoKarenpoundsI

10.The marriage and subsequent legitimatization of the said child would
operate to the benefit of the said child insofar as she will be providea with both
parents and will l:e able to enjoy the natural love and affection of a complete
household.
WHEREFORE,your petitioners pray that their appeal from the refusaLof the
Register of Wills of Washington County to issue a marriage license be granted
and that your Honorable Court direct the Register of Wills of Washington County
to issue a marriage license to your petitioners.
