or other just debts of the decedent,with funds derived from the property herein taxed,such amounts expended
by you may qualify as deductions against the gross value of the property in the computation of tax due.If any
such expenditures meet all of the three following tests,it is recommended that you itemize the payments below,
execute the affidavit,and return this notice.The Register of Wills will examine the debts claimed and allow
those which he determines to be proper.The tax will then be recomputed and you will receive an amended
assessment of tax.
THE THREE TESTS WHICH MUST BE MET ARE THAT:
1 -You were personally legally responsible for these debts,and
2-You actually paid these debts out of the account or property described above and can furnish proof
of such payment,if required,and
3-These same debts are not also claimed,for tax purposes,by an executor,administrator or other
personal representative of the decedent handling the administration of the general estate of the
decedent or any other transferee.

PETITION FOR DISTRIBUTION
TO THE HONORABLE,mE JUDGE OF SAID COURT:
The Petition of Ferd B.Park,Guardian of Traci G.Irwin,
John D.Irwin,and Viola M.Irwin,minors,respectfully represents
1.He is the Court appointed GUardian of Traci G.Irwin,
John D.Irwin and Viola M.Irwin,minors,having been appointed
by your Honorable Court on September 14,1970,by proceedings of
record at Number 896 of 1970,Washington County,Penna.Decedent
left as her legatees and devisees her three minor children herein-
before named by Last Will and Testament,dated June 22,1970,
attached hereto and made a part hereof.Said Guardian has filed
Surety Bond in the amount of $9,000.00.
2.That decedent resided at 455 Duncan Avenue,Washington
Pennsylvania,but died on August 8,1970.
3.That no Letters of Administration or Letters Testa-
mentary have been taken out in decedent's estate,and no applica-
tion for Letters has been made.
4.That decedent was survived by her three minor children~
all listed above.Her husband,John Loren Irwin,died March 31,
1970.
5.That estate of decedent consisted of a checking accoun~
in the Pittsburgh National Bank,Washington,Penna.,Branch,the
whole balance on the date of death being $1920.44 and household
goods appraised at $300.80 net,see appraisal attached,sold for
$325.00,with the Courts permission,total $2245.44.
6.That the funeral bill of the deceased in the amount of
$1345.95 is due Barnhill Funeral Home a,nd is unpaid.There will
be County and Social Security Contributions on this bill.That

deceased owed a telephone bill in the amount of $9.37,a doctor
bill of $12.00 to Joseph F.Siegel,M.D.,and a balance of
$120.00 for a marker purchased by her from Kurtz Monument Co.,
total $1487.32.To date there are no other known bills.That
$100.00 of the money received from the sale of household goods
was given to the grandmother of said minors,with Court permission
for their support.
7.That the total value of decedent's estate is less than
$5,000.00.
8.That your Petitioner resides at 235 West Pine Street,
Grove City,Penna.,16127.
9.That Sonya Marie Irwin had $2,000.00 in Savings
in the Pittsburgh National Bank,Washington,Penna.,in her name
as Trustee,for each child,or a total of $6,000.00.These
will come into the Guardian's hands by virtue of his appointment
as Guardian of said minors,but inheritance tax will likely have
to be paid on them,as well as on the equity in the decedents
estate.
10.That your Petitioner as Guardian of said minors and
being also named Executor in the Will of deceased,is entitled to
the estate of deceased for the purpose of marshalling assets,
paying bills of deceased and inheritance taxes,and retaining any
balance remaining for said minors as their Guardian.
11.That the Petitioner requests permission to also pay
the Attorney fee and costs connected with this Petition.
WHEREFORE,your Petitioner,Ferd B.Park,Guardian,respect-
fully prays that the balance in the checking account of deceased
in the Pittsburgh National Bank ($1920.44)and the $225.00
remaining from the sale of household goods be awarded under the

I,SONYA M.IRWIN,of the City of Washington,Washington County,
Pennsylvania,being of sound and disposing mind and memory,do make,
publish,and declare this to be my Last Will and Testament,hereby
revoking all Wills by me heretofore made:
First:I direct that all my ,just,debts and funeral expenses be
paid as soon as convenient after my death.
Second:All the rest and residue of my estate real,personal
or mixed,and wherever situate I give,devise and bequeath to my
three (3)children,Traci G.Irwin?John D.Irwin,and Viola M.Irwin
share and share alike.
Third:I hereby nominate,constitute and appoint ~everend Ferd
B'.Park,of Washington,Penna.,to be the property Guardian of any
one or more of my children who may be minors at the time of my death.
If for any reason he cannot serve as said property Guardian,I hereby
appoint Gertrude Lillian Andrews of Washington,Penna.,my mother,to
be said property Guardian.I direct that said property Guardian shal
make every effort to keep my three children together as I do not want
them separated from each other or put out for adoption.I want them
to keep their present names and while they are minors,to be placed
in the private home of a reputable family.If my mother,Gertrude
Lillian Andrews,is able,I want my children placed in her home.
AND LASTLY,I hereby nominate,constitute and appoint Reverend
Ferd B.Park,of Washington,Penna.,to be the Executor of this my
Last Will and Testament.In the.alent,he cannot,for any reason,serv
as said Executor,I hereby nominate,constitute and appoint Gertrude
Lillian Andrews,my mother,to be the Executrix of this my Last Will
and Testament.

I just received an answer back from Attorney Adam L.Sanders.He advised
me that I should not send any of the records and materials to him regarding my
guardianship of Traci,J.D.and Viola.He told me he no longer handles this
type of work.He is now 68 years old,semi-retired,and only handles estate
work in death cases.
I hope you and the family realize that Attorney Sanders did what he did for
Sonya and the children at her death and thereafter without any pay and that he
advanced all the costs of the Court proceeding out of his own pocket.He never
asked and still does not want anything for what he did.Perhaps you will want
to send him a thank you for what h~has done.It certainly would be in00rder.
He told me that in his opinion,the best way to handle this would be to have
some of the relatives contact an Attorney there in Washington,file a Petition for
a new property Guardian in Orphans'Court,add ask that I be released from the
property guardianship following filing of a proper accounting by me of my adminis-
tration.I shall be happy to have you do this and will be delighted to turn over
all the assets of the children to the new Guardian.Mr.Sanders offered this
advice out of courtesy to me but told me he will positively not act as the Att-
orney in this matter.His present work is causing him to work four and five
nights a week and he has to think of his own health.
I should echo my own sentiments again.I shall positively not continue as
the property Guardian for your grandchildren's assets and I want out right away.
I feel I have done my part by both Sonya and her children too by serving as prop-
erty .,Guardian for the children's financial assets.You see the only responsi-
bility that I had as property Guardian was to oversee and protect the finances
that were left to the children.I feel I have faithfully dispatched my duty.
The move is now yours,Penny.Please contact an Attorney there and get on
this right away.I shall wait to hear from your new Attorney.

Dear Mr.Solomon:
I am writing as the court-appointed property guardian for the estate
of Mrs.Sonya M.Irwin,Deceased (Number 953 of 1970)in behalf of her minor
children:Traci,John,and Viola Irwin.I had asked through Mrs.Gertrude
Lillian Andrews,mother of the late Mrs.Irwin,to be relieved of the prop-
erty guardianship.You had sent me a copy of Petition and Court Order ap-
pointing Mrs.Andrews in my place as the new Property Guardian for Traci G.
Irwin,John D.Irwin,and Viola M.Irwin.
You had sent me a note that the Court had requested that I make a com-
plete accounting of the assets of the minor children.You had asked me to
do this as soon as possible and I have finally found some time to comply
with this request.I apologize for not getting this to you sooner but my
pastoral responsibilities and heavy schedule have caused the delay.
The accounting you asked for is enclosed.I have also enclosed a check
in the sum of $2,018.97 which covers the balance in the checking account.I
have made the check out to you and you can care for it in the best possible
way.I have also enclosed papers and records that might be of interest or
value to you and/or Mrs.Andrews.Please see to it that everything is passed
along to Mrs.Andrews when you are finished with these.Thank you.

I received $2,145.44 from Attorney Adam Sanders in September of
1970 and promptly deposited this sum in First Seneca Bank,Grove City.
In December of 1970 Mr.Sanders sent me $1,850.00 which I also promptly

Attorney Adam Sanders also opened three savings accounts at the
Washington Office of Pittsburgh National Bank for the Irwin children,
put in my name as Guardian.The savings b.ooks were sent to me by Mr.
Sanders and the accounts merely accrued the regular,and perodic interest.
The three savings accounts were opened on September 28,1971 with
each deposit listed at $2,091.01 for each of the children.
The last statement I received from the Washington,Pa.Office of
Pittsburgh National Bank was dated June 30,1975 and each of the savings
accounts had shown a total interest increase of $430.10 since the accounts
were opened.The interest payment dates are June 30 and December 30 in
each account.I have enclosed the savings books and these can be updated
at the bank.

The other monies that I handled were the monthly support checks from
the Veterans Administration (Department of Treasury,Bureau of Accounts,
Division of Disbursement,P.O.Box 2907,Austin,Texas 78767).I simply
endorsed these single monthly checks and mailed them to Mrs.Andrews with
regular instructions to her to see to it that this monthly sum be used to-
ward the support of her grandchildren.
On February 1,1971,I received a check for $432.00 from the Department
of Treasury for 6 months support at $72.00per month.I sent it to Mrs.
Andrews on 2/17/1971 as per instructions from Mr.Sanders.
I did the same with each monthly check for $72.00 for March,April,
May,June,July,August,September,October,November and December in 1971.
This means I endorsed each of the $72.00 per month checks for these 10 months,
and sent them each month to Mrs.Andrews (a total of $720.00).

In 1972,the January check from the Department of Treasury was for
$72.00.The monthly amount then increased to $76.00 for the remaining
11 months of 1972.I merely endorsed each monthly check and sent it to
Mrs.Andrews.I sent her $908 worth of endorsed checks,then,in 1972.
In 1973,I endorsed and sent each monthly check for $76.00 from the
Department of Treasury to Mrs.Andrews.Thus,in 1973,I sent her 12
endorsed checks at $76.00 each or a total of $912.
In 1974,the January check from the government was for $76.00.The
monthly amount increased to $80.00 in February.I endoresed each check
and thus sent Mrs.Andrews endorsed checks totaling $956 in 1974.
In 1975,the January check from the Department of Treasury was for
$80.00.The monthly amount increased to $89.00 per month in February.
I similarly endorsed each check and sent it to Mrs.Andrews in Washington,
Pa.and depended upon her to see to it that each monthly check went toward
the support of her grand-children.Any further accounting of the monthly
monies I sent her from the government would need to come from Mrs.Andrews.
So,the monthly support checks from the Department of the Treasury
were endorsed each month and sent to Mrs.Andrews,the total each year

I sent Mrs.Andrews $956 in 1974.This was $76 in January
and $80 per month February through December.
I have sent Mrs.Andrews already $703 thus far in 1975.The
monthly amount was $80 in January and increased to $89 per
month from February through August.
So,in my years as Property Guardian,I have sent a total of $4,631.00
to Mrs.Andrews in the form of endorsed monthly support checks for the chil-
dren from the government and Veterans Administration.
