of personal property in the Estate of Ruth P.Best,also known as
Ruth Pettit Best,also known as Ruth Pettit Drum Best,pursuant to
the provisions of Section 1001 of the Inheritance and Estate Tax
Act of June 15,1961,P.L.373,72 P.S.2485-1001 and in support
thereof state as follows:
1.Ruth P.Best,also known as Ruth Pettit Best,
also known as Ruth'Pettit Drum Best,died on April 2,1970,a...
resident of the City of Washington,Washington County,Pennsylvania.
2."Your petitioner,Betty D.Reed,has been
appointed executrix of the Estat'e'of Ruth P.Best,also known as
Ruth Pettit Best,also known as Ruth Pettit Drum Best,by the
R~gister of Wills of Washington County,Pennsylvania.A short
certificate issued by the said Register of Wills is attached in
evidence thereof,and designated Exhibit "A".
3.Following the death of the said Ruth P.Best
an appraisement of property allegedly taxable in the Estate of Rutl:
P.Best was made by the Commonwealth of Pennsylvani,a~A copy of

that assessment is attached hereto,marked Exhibit liB",and made a
part hereof.
4.The said appraisement was entirely concerned
with a savings deposit,account no.6824,in the Firs.t National Ban
and Trust Company of Washington,Pennsylvania,Washington Office,
in the names of Betty Drum:Reed or Ruth Pettit Best,containing a
balance of $647.09 on the date of death of Ruth P.Best.The said
account was appraised as fully taxable.
5.The protester protests the appraisement of the
said savings account no.6824 because all of the funds in the said
account had been placed therein by the protester,Betty D.Reed,
also known as Betty Drum Reed,and were her property,as the
following will reveal:
(a)A copy of the passbook pertinent to the
said account no.6824 is attached hereto,marked Exhibit "C",and
ade a part hereof.The account was begun with a deposit of
.$825.00 which was the property of Betty D.Reed,also known as
etty Drum Reed.
(b)The said sum of $825.00 was most of the
roceeds of an account in the First Federal Savings and Loan
ssociation of Washington,Pennsylvania,no.17365,owned by Betty
.Reed,also known as Betty Drum Reed,and her husband,Eric Reed,
and withdrawn on March 12,1969,the day before account no.6824
in the First National Bank and Trust Company of Washington,Pennsyl
ania,referred to above,was begun.The balance due in account
o.17365 was $827.78,of which $825.00 was deposited by your
rotester in account no.6824.A copy of the passbook issued by
the First Federal Savings and Loan Association is attached hereto,
arked Exhibit "D",and made a part hereof.

6.The survivor,Betty D.Reed,also known as
Betty Drum Reed,contends that account no.6824 should be appraised
at half the face value thereof,or $323.54,pursuant to the
prOvision of $~ction 241 of the said Inheritance and Estate Tax
Act of 196.1.The deceased,Ruth P.Best,also known as Ruth Pettit
Best,also known as Ruth Pettit Drum Best,did not place any
property owned by her in account 6824 in contemplation of her death.
WHEREFORE,this written protest is filed with the Pennsylvania
Department of Revenue,and a copy thereof is sent to the Pennsyl-
vania.Department of Justice,with the prayer that the appraisement

Dear Mr.Hana:
I have just recently received an Adjudication and Decree dated
November 2,19.72 and signed by Thomas D.Gladden in the above
captioned estate.
This is a case in which we represented the Commonwealth on
an appeal filed by Mr.Patrono from a Commonwealth appraisal of 100
percent,jointly held bank account.
By letter dated March 26,1971,Mr.Patrono notified us that
he was electing to have the correctness of the appraisement determined
at the audit of the account of the personal representative and that he
would "of course,give notice of the filing of the account so that you
can be present when the audit takes place."
We never did receive any such notice I and I cannot tell from the
Scheduleeof Distribution what disposition was made of this matter I only
that a final tax liability has been assessed against the estate,to include
the individual liability of Betty D.Reed on a joint bank account.I would
appreciate an explanation of this and if the adjudication does not provide
for taxation of 100 percent of the joint bank account,then we would expect
to take exception to the adjudication.Please let me hear from you at your
earliest opportunity.
