Fullum..who is his sister..at the above address.Percy E.Patterson is an adult"aged 41 ..who was born on January 29..1928. 4.The said Susie E.Fullum has consented to serve as guardian of the Estate of the said Percy E.Patterson..an alleged incompetent..as evidenced by the Cons.ent to Guardianship which is attached hereto and made a part hereof.The said Susie E.Fullum has no adverse interest in the estate of the alleged incompetent. 5.The said incompetent has no estate and his only source of in- come is a monthly grant of $lot 00 paid by the Department of Public Welfare of the Commonwealth of Pennsylvania for his support and maintenance.The proposed appointment is for the purpose of designating a proper person to receive and manage such assistance payments. 6.The said Percy E.Patterson is not employed presently"nor has he been employed during the last ten years.He is unable to carryon a coherent conversation or to give meaningfl}-l answers to questions.His mind wonders from topic to topic without logical sequence.His family physician is Joseph M.Carazola of Canonsburg,Pennsylvania. WHEREFORE,your petitioner prays your Honorable Court to appoint her,Susie E.Fullum"guardian of the Estate of Percy E.Patterson, an alleged incompetent,for the purpose of receiving and managing assistance payments,with authority to execute any appropriate instruments,including reimbursement agreements,etc."as may be required by the Department of Public Welfare in establishing the incompetent's continued eligibility for public assistance. His attention is,I would say is practically non-existent,as far as conversation is conGerned.And his voice in answering qu,es tions is .of a guttural and mumbling nature. You lave testified,doctor,that in your judgment Mr.Patterson is ,not capable of handling his business affairs.Would this include the handling of money,the collection of money,the paying of bills? In my opinion his mental status is such that he should not be--- well,I should s ay-- -in my opinion he's not capable of handling any situation that requires good judgment,memory,and I'll say jus common ordinary common sense,I would say. In convers.ation with this man,he depicts a type of low intelligent quotient and one that probably existed for some.time and resembles •• that of a person thathas been mentally retarded. Would you have any opinion,doctor,as to the cause of .the mental retardation-in'the first place? ,A November 22,1966,in conversation with this mati,he alleged that wh:ile in servic.e .he received a head injury.I-ioweve.r,this,is not m) investigation:However,enclosed in the file in ,this particular case was a rather lengthy amount of information stating that no'such Dr.Carazola service existed. Do you feel then that that was a figment of his imagination?' it could have been. WeH,can you put your finger on anything at all that wou ld indicate the prior existence for any length ()f time of,this condition? I have no record of this man's behavior in the office record.,Howeve , I·do recall that,for many years I did know this man coming to my office and tAt fl'ppeared to me that he was no different then-than he We s in 1966.So I would,say'that for at least a period of at least ten years that th is condition pre-existed,that in my examination of November 2 ~, 1966.
