Guardian of the said Mike Markanich,came on to be heard.
After testimony taken and a full hearing,Mike Markanich
being in court,the Court hereby appoints The Directors of the
Poor and of the House of Employment for the County of
Washington Guardian of the Estate of the said Mike Markanich,
under the Act of Assembly approved the 27th day of April,
1927,P.L.407.

PETITION FOR GUARDIAN
To the Honorable,the Ju~es of said Court:
The petition of Cora Vernon respectfully represents:
FIRST;That your petitioner is the person in charge of the Welfare
Board at Donora,Pa._an unincorporated society,maintained by
residents of Donora in the interests of the welfare of its cltizen~
SECOND:That none of the relatives of said Mary Markanych are
able,by reason of disability of age and other reasons,to present
this matter.
THIRD:That the said Mary Markanych ls,and has been since 1925,
a resident of Dixmont Insane Asylum,and,your petitioner is
advised,is hopelessly insane,and,by reason of such condition,
is unable to take care of her property and,in consequence there-
of,is liable to dissipate or lose the same and to become the
victim of designing persons..>

residences are as follows:
Mike Markanych,husband,a resident of Dixmont Insane
Asylum since 1930.John Markanych,a son).aged 20,who lives on a farm
in Rostraver Township.
Mary Markanych,a daughter,aged 17 years,who resides
~t Donora,Pa.~ank Markapych,a son,aged 15 years,who resides at)1krr /M-;W?.I~,~O·?(·
fIFTH:That in 1930,when the husband was removed to Dixmont,
there was about $1,100.00 in the bank at Donora,at which time
the court appointed the Directors of the Poor as guardian of his
estate at No.~~l--In Equity.A widow Was placed in the
home at Donora (owned by the parents as tenants by the entireties).
She cared for the children and served wi thout pay,other than her
maintenance.Later the sum of $1,500.00,received from disability
insurance,was paid into the estate.The widow left,and Walter
Kowalczyk and wife have since occupied such premises without rent
but paying the taxes and making a home for the children.There is
§Pproximate1y the sum of $180.00 remaining of such fund in the
bank.The Board of Poor Directors has been abolished and no one
has been appointed to succeed it as guardian.The petitioner has
since spent from funds of the Welfa re Association,to purchase
groceries for the ma.intenance of Mary Markanych,the stun of $50.00•.
Although the petitioner has repeatedly requested Mr.Patton and
Mr.0'Nei1,for the County Commissioners,to take steps to have a
successor guardian appointed for the husband,nothing has been
done.
SIXTH:That the said Mike and Mary Markanych own,as tenants by
the entireties,a lot and residence on Kenneth Street,Donora,Pa.

designated as lot 16 1n bl?ck 22 of the Union Improvement
Company's Plan of ouoh town;'

The petition of LILLIAN M.LANE,JA1mS B.WRAY and
M.S.WILSON respectfully represents:
1.Your petitioners are the duly elected and acting
Directors of the Poor and of the House of Employment for
the County of Washington.
2.Your petitioners have been maintaining,as a
public charge,Mike Markanich and three children living
in the Borough of Donora,County aforesaid.
3.The said Mike Markanich is now an inmate
of the Washington County Jail and has been committed by
your Honorable Court to the Dixmont Hospital for the
Insane.
4.That said Mike Markanich has a banking account
of $1100.00 in the Union Trust Company of Donora,and is also
joint owner,with his wife,of a house and lot of ground in
the Borough of Donora,more fully described in the Inventory
hereto attached.
5.Your petitioners are desirous of being made
Guardian of the Estate of the said Mike Markanich.
Wherefore your petitioners pray the Court to fix a day
when this matter may be heard according to the Act of Assembly
approved the 27th day of April,1927,P.L.407.

DECREE APPOINTING GUARDIAN
AND NOW,Hay 13,1939,being the time fixed for the
hearing in the matter of appointing a guardian for the above named
Iweak minded person;and it appearing to the court that service of
/the notice of the time and place of the hearing was properly given.
to all parties interested,as evidenced by proof of such service
filed in such proceedings;and after the taking of te stimony of
Witnesses,from which it appeared that the said Mary Markanych
was so feeble in mind as to not be capable of taking care of her
business and that she might become the victim of designing persons
and that she could not personally be present in court without
endangering her physical welfare,"and tha tit would be to her good
interests that a guardian of her estate be appointed;therefore,
it is ORDERED a ADJUDGED AND DECREED that the said Mary Markanych
is so mentally defective as to be unable to care properly for her
estate and she is liable to become the victim of designing persons
unless a guardian is appointed for the purpose of preserving her
estate;and 1t is further ORDERED AND DECREED that the Char1-eroi
Savings and Trust Company,a State banking corporation,domiciled

heretofore the Board of Directors of the Poor were duly appointed.
guardian of the esta.te of Mike Markanych,a weak minded person,
who was then and is now restrained at ~ixmont State Hospital at I
I ./Dixmont;and it further appearing to the court that the mental
I condition of the said Mike Markanych 1s such that he still I
!requires the services of a guardian to look after the property
I forming a part of his estate;and it further appearing to the

Markanych,is also an inmate of the insane asylum at Dimont,Pa.

The petition of the Charleroi savings and Trust Company,

ot Charleroi,Pa.,by its '!'rust Otficer,E.W.Hastings,respect-
fully represents:
FIRST:That your petitioner is the duly appo1n~d and act~
guardian ot the estate of the above named person,having been
recently appointed to such otfice by order of this Court,succeed-
ing the Board of Poor D1recf:;ors.
SECOND:That as such guardian it has received and now holds the
sum of $M ()~being the balance his former guardian had onl
deposit with the Union Nat10nal Bank ot Donora,Pa.
THIRD:That your pet1tione~was also rec~ntlY appointed guardian
of the estate of Mary Markanych,wite of the s~d Mike Mar~oh,
and both ot 1ts wards are 1nmates of Dixmont Insane Asylum and are,
according to your petitioner's 1nformation,incurable mental
detectives.
FOURTH:That the only other assets of suoh persons is a piece of
real estate improved with a small and neglected house,the t1tle
to whioh 1s held by suoh husband and wife as tenants by the
entireties,and 1s now occupied by a family who were maintaining

a home for minor children of the owners,1n return for the tree use
of such prem1ses.
FIFTH:'That none ot such children are now on the premises but it
is anticipated that the youngest son,now restrained at Morganza,
will be released soon and sent to such home,and that occasionally
the two older children will return for vis1ts,so your petitioner
believes it advisable now to continue such arrangement with the
tenants and,if possible,also to prooure payment of taxes by them

The petition of the Charleroi Savings and Trust Company,
ot Charleroi,Pa.,respectfully represents:
FIRST:That your pet!tloner was heretofore appointed successor
guardian of the estates of 'Mike and Mary Markanych,both of whom
are confined in the D1xmont Ins~ne Asyl~.,..c._,
SECOND:That,as such -guardian,your petitloner now has in lts
pos sesslon the assets llsted in exhlblt nA"hereto attached.
THIRD:That nothing ls belng paid for the maintenanco of elther of
such wards.
FOURTH:That lts wards are the parents of tour ch1ldren,namely:
John MarkanYch,an adult,whose present whereabouts are unknown;
Mary Markanych,a minor,who was last known to be residing at
PittsbureJ1"Pa.;Frank Markanych,a minor,now at Morganza,from
Vlh1ch place he is to be released'on June 26,1940;and Catherine
-.Ann Markanych (now known as Taylor),who ls a minor and since
lnfancy has made her home with and been cared for by a family by
the name of T~lor,at Donora,Pa.,and she now resldes with them.

the care of the said Frank MarkanycIt.
SEVENTH:That counsel for such estate,D.M.Anderson,of Donora,
Fa.,has recelved a letter from Jean L.Anderson,sooial worker
for Morganza,asking that an order be made on th1s guardian to PB3
the amounts set forth 1n such letter for clothing and maintenance
of sooh minor in a foster home following his intended release from
Morganza on June 26th.'Such letter is hereto attached as exhibit
"Btl.
EIGHT!!:That yo~petitioner,from such lnformation as 1 tbas
received from counsel and others,believes that the proposed placi
of BlCh minor in a foster home will be to his 1nterest and advan-
tage,and that this Court has autho~ty,under the faots,to make
the order requested,but,because of the fact that no ma1ntenanco
cost ls being paid for the parents and there are other minor
oh1ldren involved,nelther objects to nor urges the making of such

Dear Mr.Anderson:
.Your letter of June 10th received~Concerning
the financial care that will be needed"for this boy in
his foster home,I believe that the regular Juvenile
Court amount for foster home care is $5.00 per week or
$20.00 per month,and using that as a basis,I believe
that our boy will be accepted in this foster home for
that amount.The first month should have an allowance
of $15.00 to provide him with the extra and necessary
clothing which he would need for the summer.This should
cover a pair of everyday shoes,some changes of under-
wear,and everyday clothes.He will have a complete
outfit which includes a tailor-made suit,shirt,and
shoes,etc.when he leaves the Training'School,but
will have to have some extra clothing for the summer.
His maintenance in his foster home being.$20.00 per
month should take care of his actual needs plus this
additional amount to rehabilitate him for the present.
The boy is to be placed in the foster home of
Miss Sara Reagan,Canonsburg,RD #2,going to this
home immediately after our commencement exercises,
which will be Wednesday,June 26th.

Social Service Department of Pennsylvania Training School,Parole Su-
pervisor of Frank Markanych,that additional clothing and expenditures
are immediately required for him,Charleroi Savings and Trust Company,
Guardian of the Estates of Mike and Mary Markanych,mentally defective
parents of said Frank ~~rkanych,is authorized to presently pay to
Miss Sara Reagan,Murray Hill R.D.1,foster mother of the minor,the
sum of $50.00 to be forthwith expended by her in his behalf for cloth-
ing,dental services,and fees and expenses incidental/to his gradua-
tion from Trinity'High School;and the said Sara Reagan to make report,
with proper vouchers,to the guardian,covering such expenditures.The
said sum of $50.00 shall be charged against and become a part of the

Dear Judge Gibson:
The 'above named boy is a parolee of Pennsylvania
Training School.At present he is in the foster home of
Miss Sara Reagan,Murray Hill,R.D.,#1,and is an honor
student in the graduating class of Trinity High School
in June.
If you will look up case No.3491 and 4013 in Equity,
you will find the record of a trust fund in .
Charleroi Savings &Trust Company,Mr.S.W.Sharpnack,
Trust Officer,which was created by the sale of'property
owned by Frank's parents,Mike and Mary Markanych,at
present inmates of Dixmont.
A Court Order has been made providing a sum not ex-
ceeding $500 of that fund to be set aside for Frank's
maintenance until he is old enough to support himself.
We think you will find that the sum of $20 per month
has been paid for foster home care,and to date $50 for
clothing.
Since Frank i~graduating,and we believe a very
promising boy,we are asking the Court for an additional
sum of $50 to furnish him with necessary clothing and
certain school fees and incidents which arise at this
time.
We hope this request will meet with your approval
and the amount available as soon as possible,since
graduation is June 6.

PETITION ~DISTRIBUTION
TO THE HONORABLE,THE JUDGES OF SAID COURT:
The Petition of Western Pennsylvania National Bank Guardian
of the Estate of Mike (now deceased)and Mary Markanych,incompetent
respectfully represents:
1.The First National Bank of Mon City was appoihted Guardian
in the Court of Common Pleas of Washington County,Pennsylvania at
Nos.3491-4013 in Equity and Western Pennsylvania National Bank by
virtue of a merger became successor guardian.
2.Mike Markanych,incompetent,died April 8,1960 leaving
an unpaid care and maintenance bill at Dixmont State Hospital in the
amount of $18,684.77.Mary Markanych,the decedent's wife,is indebted
to the Commonwealth for care and maintenance payments for $29,723.91
up to and including December 31,1965.Beginning January 1,1966 medical
assistance was applied for and secured by James K.Maloney,Revenue
Agent.
3.The invoices from the Commonwealth of Pennsylvania for both
Mike Markanych,deceased,and Mary Markanych,his wife,are attached
hereto and marked Exhibit "A".
4.Petitioner filed its First and Final Account with the
Clerk of your Honorable Court on February 21,1969.

5.There have been no additional receipts and disbursements
since the filing of the account;therefore,the balance for distribution
remains the same.
6.Your petitioner is not acting in a dual fiduciary
capacity.
7.The incompetent was not and never was a member of the
Armed Forces of the United States of America,no~entitled to benefits
from the Veterans Administration of the United States of America and
there are no parties in interest in the military service of the United
States of America.
WHEREFORE,since it appears that no further assets or funds
belonging to the said Mike and Mary Markanych will be received by your
petitioner,your petitioner requests that your Honorable Court confirm
the account as filed and that the sum of Six Hundred Dollars ($600.00)
be placed in a savings account in trust at Western Pennsylvania National
Bank in the name of Mary Markanych for a burial fund,in care of Revenue
Agent,Dixmont State Hospital.Your petitioner also requests that
your Honorable Court award the balance for distribution to the Common-
wealth of Pennsylvania in partial payment of its claim for past care
and maintenance charges for the said Mike and Mary Markanych and
discharge your petitioner as Guardian of said incompetents'estate upon
petitioner's compliance with a Decree of Distribution.
