P E T I T I 0 N TO THE HONORABLE THE JUDGES OF SAID COURT: The petition of Mrs. Mary Bondy respectfully represents: 1. That she is the sister of the above n~~ed Sebastine Steinheiser who, prior to becoming a patient in the u.s. Veterans Hospital, Perry Point, Maryland, resided at 110 Washington Avenue, McDonald, Washington County, Pennsylvania. 2. That the said Sebastine Steinheiser was in the mili- tary service of the United States and was honorably discharged 1 therefrom on April 9, 1919. 3. That the mind of the said Sebastine Steinheiser has become affected and he is now so weak in mind and mentally defect- ive that he is unable to take care of his property and in conse- quence thereof is liable to dissipate or lose the same and become the victim of designing persons. 4. That the said Sebastine Steinheiser is unmarried and at the present time is 35 years of age; that he has no estate, either real or personal, other than certain monies due him from the U.S. Veterans Bureau under the Act of Congress approved July 3, 1930, consisting of accrued disability allowance in the approximatl sum of One Hundred and Twenty ($120.00) Dollars with future month- ly payments of disability allov~ance in the sum of For·ty ( $4Q.OO) Dollars under his present rating, which the u.s. Veterans Bureau is unable and unwilling to make payment of until a guardian has • .- .· been appointed for his estate. 5. That the members of the immediate family of the said Sebastine Steinheiser living within the jurisdiction of your Ron- orable Court, other than your petitioner, are as follows: John Steinheiser, brother, McDonald, Pa. Mrs. Annie Stewart, sister, McDonald, Pa. Mrs. Elizabeth Deboux, sister, McDonald, Pa. That your petitioner, the McDonald Savings and Trust Company, McDonald, Pennsylvania, was appointed as the guardian of the property of Sebastine Steinheiser in the place and stead of the First Bank and Trust Company, Washington, Pennsylvania. 2. That Sebastine Steinheiser is at the present time hospitalized in the Veterans Administration Hospital, Perry Point, Maryland, and that it has been determined that the sum of $20.00 a month is needed for his comforts and desires. 3. That prior to Sebastine Steiriheiser being hospital- ized, he was maintained and supported by his sister, Mrs. Mary Bondy, 110 Washington Avenue, McDonald, Pennsylvania, and that at the time of the appointment of a guardian in this case she in- curred expenses in the sum of $1.50 for Notary Fees and i~ was necessary that she go to Washington, Pennsylvania, for the purpose of testifying. 4. That Mrs. Mary Bondy forwarded to Sebastine Stein- heiser while hospitalized at the Veterans Administration Hospital, 1 Perry Point, Maryland, one suit, two undersuits, one pair of shoes and one shirt, a total cost of $35.00 and has expended the sum of $32.40 for cigarettes to Sebastine Steiriheiser and has also expended the sum of $1.00 a week for a period of two years or a total of $104.00. He carries a diagnosis of schizophrenic reaction in remission. The type was previously given as hebe- phrenic. Since his transfer here the veteran has continually pressured to 51 have his guardianship removed and he has been seen by both psychiatric con- sultants and the examiner,and his psychosis has been held to be in remission and the veteran to be competent. The question is again raised as to his present status of competency. On interview today the veteran is accessible and in good contact. He is rela- tively neat and clean in his dress and personal appearance. He shows no abnor- mal behavior. His speech is relevant and coherent. No disorders of mood or affect are noted. No delusions can be elicited. He denies auditory or visual hallucinations. He has not been observed reacting to these. He is oriented in all spheres. His memory is fair. He shows normal intelligence. That at No. 3411 in Equity on March 12, 1938, the Common Pleas Court of Washington County, Pennsylvania, appointed Mrs. Mary Bondy as successor guardian in the place and stead of the McDonald Savings and Trust Company, original guardian of the estate of Sebastine Steinheiser. ·That on / / ,• February 11, 1939 said Court appointed the Commonwealth Trust Company, Pittsburgh, Pennsylvania, as successor guardian of the estate of Sebastine Steinheisero That on June 30, 1961, the CoDIIlonwealth Trust Company of Pittsburgh, Pennsylvania, by merger with the Butler Savings and Trust Company, became known as the Commonwealth Bank and Trust Company. That on February 28, 1964, the Commonwealth Bank and Trust Company consolidated with the Union National Bank of Pittsburgh and became known as The Union National Bank of Pittsburgh. 2. T:hat on February 5, 1968 this Honorable Court approved the transfer of the supervision of the estate of Sebastine Steinheiser to the Orphans' Court of Washington County, Pennsylvania, and the Common Pleas Court of Washington County, Pennsylvania, by order dated February 5, 1968, de.creed said transfer, to be indexed in the records of the Orphans' Court at the above number and year. 3. -That Sebastine Steinheiser was hospitalized at the Veterans Administration Hospital, Perry Point, Maryland in 1944 and later transferred on April 14, 1958 to the Veterans Administration Center, Hampton, Virginia, where he continues to reside in the domiciliary center. .. 4. That Sebastine Steinheiser has been rated competent by the Veterans Administration from August 26, 1966 by rating dated October 3, 1966. A true and correct copy of said rating is attached hereto, made part hereof, and marked Exhibit "A". That such rating by the Veterans Administration continues to the present date, and that the mental health of Sebastine Steinheiser has been restored. 5. That Sebastine Steinheiser is presently entitled to Veterans Administration pension benefits in the sum of $39.37 per month and there is a present balance in his estate in the possession of your petitioner in the sum of approximately $390.00. 6.
