NOTICE TO SEBASTINE STEINHEISER
Notice is hereby given that on January 5, 1931, in the
above entitled matter, the petition of Mrs. Mary Bondy was filed
praying the Court to adjudge the said Sebastine Steinheiser to be
unable to take care of his property and to appoint a guardian for
his estate, and that on said date the Court thereupon made the
follovTing Order:
"And now, this 5th day of January,l931, the .
foregoing petition having been presented in open court,
upon due consideration thereof, and upon motion of
Vincent A. Baldauf, Esquire, the Court fixes Monday,
January 19, 1931, at 10:00 o'clock A.M., Eastern Standard
Time, for the hearing of the foregoing application and
directs that ten days written notice thereof oe given to
John Steinheiser, brother, and Mrs. Annie Stewart and
Mrs. Elizabeth Deboux, sister. ·

P E T I T I 0 N
TO THE HONORABLE THE JUDGES OF SAID COURT:
The petition of Mrs. Mary Bondy respectfully represents:
1. That she is the sister of the above n~~ed Sebastine
Steinheiser who, prior to becoming a patient in the u.s. Veterans
Hospital, Perry Point, Maryland, resided at 110 Washington Avenue,
McDonald, Washington County, Pennsylvania.
2. That the said Sebastine Steinheiser was in the mili-
tary service of the United States and was honorably discharged
1 therefrom on April 9, 1919.
3. That the mind of the said Sebastine Steinheiser has
become affected and he is now so weak in mind and mentally defect-
ive that he is unable to take care of his property and in conse-
quence thereof is liable to dissipate or lose the same and become
the victim of designing persons.
4. That the said Sebastine Steinheiser is unmarried and
at the present time is 35 years of age; that he has no estate,
either real or personal, other than certain monies due him from
the U.S. Veterans Bureau under the Act of Congress approved July 3,
1930, consisting of accrued disability allowance in the approximatl
sum of One Hundred and Twenty ($120.00) Dollars with future month-
ly payments of disability allov~ance in the sum of For·ty ( $4Q.OO)
Dollars under his present rating, which the u.s. Veterans Bureau
is unable and unwilling to make payment of until a guardian has

been appointed for his estate.
5. That the members of the immediate family of the said
Sebastine Steinheiser living within the jurisdiction of your Ron-
orable Court, other than your petitioner, are as follows:
John Steinheiser, brother,
McDonald, Pa.
Mrs. Annie Stewart, sister,
McDonald, Pa.
Mrs. Elizabeth Deboux, sister,
McDonald, Pa.
VffiEREFORE, your petitioner prays your Honorable Court
to adjudge the said Sebastine Steinheiser to be unable to care
for his property and to appoint a guardian for his estate.

And now, this /~ay of' January, 1931, this matter
having come on for hearing upon petition of Mrs. Mary Bondy,
sister of the above named weak-minded person, and it appearing to
the Court that ten days written notice was given to the said
Sebastine Steinheiser, and to John Steinheiser, brother, and Mrs.
Annie Stewart and Mrs. Elizabeth Deboux, sisters; and the Court
having heard the testimony of all the parties in interest and of
all the witnesses, and not having required the personal presence
in court of the said Sebastine Steinheiser because of positive
testimony that he cannot be brought into court with safety to him-
self, and being clearly satisfied that the said Sebastine Stein-
heiser is not able, owing to weakness of mind, to take care of his
property and in consequence thereof is liable to lose or dissipate
the same and become the victim of designing persons, the Court

Company, of Washington, Washington County, Pennsylvania, a corpora-
tion with its domicile in the City of Washington, in Pennsylvania,
is held and firmly bound unto the Commonwealth of Pennsylvania in
the sum of Two Thousand ($2,000.00) Dollars, lawful money of the
United States of America, to be paid to the said Commonwealth,
its certain attorney or assigns, to the payment of which, well
and truly to be made the obligor does hereby bind itself and its
successors firmly by these presents.
IN WITNESS ~NHEREOF, the said First Bank & Trust Company, of
washington, Pennsylvania, the obligor, has caused its corporate
name to be hereunto subscribed and its common and corporate seal

above number and term, on the 19th day of January, 1931, the First
Bank end Trust Company, Washington, Pa., was appointed as Guardian
of the proper~ of Sebastine Steinheiser.
3. That your petitioner has been informed that the First
Bank and Trust Company, Washington, Penna., is liquidating its
affairs and that she has received notice that it is necessary that
a ·succeeding guardian be appointed.

NOTICE IS HEREBY GIVEN that William D. Gordon, Secretary of Banking of the
Commonwealth of Pennsylvania, in possession of the business and property of FIRST
BANK & TRUST COMPANY, WASHINGTON, PENNSYLVANIA, having determined to
liquidate the affairs of the said FIRST BANK & TRUST COMPANY, WASHINGTON,
PENNSYLVANIA, in accordance with provisions of Act of Assembly No. 316, approved
the Fifteen day of June, 1923, as amended by Act of Assembly No. 118, approved the
Twenty-eighth day of May, 1931, hereby notifies you that it will be necessary for you to
arrange for the appointment of a substituted fiduciary for the estate of
Sebastine Steinheiser
This must be done within the next thirty days.
Kindly give this matter your prompt attention. Please refer all matters pertaining to

Notice is hereby given that on January 5, 1931, in the
above entitled matter, the petition of Mrs. Mary Bondy was filed
praying the Court to adjudge the said Sebastine Steinheiser to be
unable to take care of his property and to appoint a guardian for
his estate, and that on said date the Court thereupon made the
following Order:
"And now, this 5th day of January, 1931, the
foregoing petition having been presented in open court,
upon due consideration thereof, and upon motion of
Vincent A. Baldauf, Esquire, the Court fixes Monday,
January 19, 1931, at 10:00 o'clock A.M., Eastern Standard
Time, for the hearing of the foregoing application md
directs that ten days written notice thereof be given to
John steinheiser, brother, and Mrs. Annie Stewart and
Mrs. Elizabeth Deboux, sister.

I PETITION FOR ALLOWANCE
' TO THE HONORABLE THE JUDGES OF SAID COURT: /
I The petition of the McDonald Savings and Trust Company,
i McDonald, Pennsylvania, respectfully represents:
1. That your petitioner, the McDonald Savings and Trust
Company, McDonald, Pennsylvania, was appointed as the guardian of
the property of Sebastine Steinheiser in the place and stead of
the First Bank and Trust Company, Washington, Pennsylvania.
2. That Sebastine Steinheiser is at the present time
hospitalized in the Veterans Administration Hospital, Perry Point,
Maryland, and that it has been determined that the sum of $20.00
a month is needed for his comforts and desires.
3. That prior to Sebastine Steiriheiser being hospital-
ized, he was maintained and supported by his sister, Mrs. Mary
Bondy, 110 Washington Avenue, McDonald, Pennsylvania, and that at
the time of the appointment of a guardian in this case she in-
curred expenses in the sum of $1.50 for Notary Fees and i~ was
necessary that she go to Washington, Pennsylvania, for the purpose
of testifying.
4. That Mrs. Mary Bondy forwarded to Sebastine Stein-
heiser while hospitalized at the Veterans Administration Hospital,
1 Perry Point, Maryland, one suit, two undersuits, one pair of shoes
and one shirt, a total cost of $35.00 and has expended the sum of
$32.40 for cigarettes to Sebastine Steiriheiser and has also
expended the sum of $1.00 a week for a period of two years or a
total of $104.00.
WHEREFORE your petitioner prays your Honorable Court to
make an order directi1~ it as guardian of the property of Sebastine
Steinheiser to pay to the Medical Officer in Charge of the Vetenlns
~Administration Hospital, Perry Point, Maryland, upon his request,
!I the sum of $20.00 a month for the comforts and desires of its ward
I
'and to reimburse Mrs. Mary Bondy for the expenditures made by her
I in the total amount of $172,90 for the benefit of Sebastine

ADJUDICATION AND DECREE.
This account having come before the court on June 16, 1934,
for confirmation, audit and final decree, pursua~t to notice duly
given in accordance with the Eqdity Rules, and the case having then

been heard in opsncourt; and it appearing that no exceptidns have been
filed to the account; that the account comprises only income (World War
veteran allowances) and exhibits a balance of income for distribution
of $161.59, against which balance are to be charged $2.48 for adver-
tising expense and $2 for prothonotary's audit costs; and that McDonald
Savings & Teust Company has been appointed as successor guardian: it
is now, this J--~ay of~ 1934, ORDERED AND DECREED: That
said account be confirmed absolutely; that the balance of $161.59,
shown in said account, less expenses and costs of $4.48 (which are to
be paid by the accountant out of the same,) shall be paid over to the
successor guardian, McDonald Savings & Trust Company, ·by the accountant,
and that thereupon the First Bank and Trust Company, fiduciary, and
the Secretary of Banking as acting fiduciary, be disch~rged from furth-
er accountability to the Estate of Sebastine Steinheiser.

to the Court that the first and final account of McDonald

Sebastine Steinheiser, a weak-minded person, was filed in the
Prothonotary's Office for the County of Washington on the
9th day of February, 1938, that the required advertisement of
such filing has been carried out as shown by the affidavits of
publication hereto attached, that the necessary copies of the
newspaper were sent to interested parties, as shown by the
affidavit hereto attached, that no exceptions or objections
have been filed to the account and that the resignation of
the Guardian has been presented to the Court.
WHEREFORE, upon presentation of the account and
examination thereof and hearing thereon, the account is con-
firmed finally and the Guardian is directed to pay to John

C. Judson, Attorney, the sum of $50.00 for services in~nection

Bondy and Fidelity and Deposit Company of Maryland, authorized
to do business in Washington County, Pennsylvania, are held
and firmly bound unto the Commonwealth of Pennsylvania, in the
sum of $3,000.00 lawful money of the United States, to be
paid to the said Commonwealth, its certain attorn~or assigns,

deposes and says:
1. That he is employed by the Veterans Administration, Veterans Administratio~
Center, Hampton, Virginia, as a physician engaged in psychiatric examinations.
2. That Sebastine Steinheiser was admitted to the Veterans Administration
Center, Hampton, Virginia, on April 14, 1958 , and his medical
history is as follows:
Since transfer to this hospital the veteran's mental state has
improved and he is now considered to be competent •
3. That Sebastine Steinheiser has been officially rated competent by the
Veterans Administration from August 26, 1966 by rating dated October 3, 1966.

and his diagnosis is as follows:
Schizophrenic reaction in remission.

This is a 71 year old white male who was received at this hospital by transfer ~
from the Perry Point Hospital about 10 years ago. He carries a diagnosis of
schizophrenic reaction in remission. The type was previously given as hebe-
phrenic. Since his transfer here the veteran has continually pressured to

have his guardianship removed and he has been seen by both psychiatric con-
sultants and the examiner,and his psychosis has been held to be in remission
and the veteran to be competent. The question is again raised as to his
present status of competency.
On interview today the veteran is accessible and in good contact. He is rela-
tively neat and clean in his dress and personal appearance. He shows no abnor-
mal behavior. His speech is relevant and coherent. No disorders of mood or
affect are noted. No delusions can be elicited. He denies auditory or visual
hallucinations. He has not been observed reacting to these. He is oriented
in all spheres. His memory is fair. He shows normal intelligence.
DIAGNOSIS: Schizophrenic reaction, in remission.

PETITION FOR ADJUDICATION OF COMPETENCY
AND DISCHARGE OF GUAIU>IAN
TO THE HONORABLE, TilE JUDGES OF SAID COUllTt
The petition of The Union National Bank of Pittsburgh respectfully
represents:
1. That at No. 3411 in Equity on March 12, 1938, the Common Pleas
Court of Washington County, Pennsylvania, appointed Mrs. Mary Bondy as
successor guardian in the place and stead of the McDonald Savings and Trust
Company, original guardian of the estate of Sebastine Steinheiser. ·That on /
/ ,•
February 11, 1939 said Court appointed the Commonwealth Trust Company,
Pittsburgh, Pennsylvania, as successor guardian of the estate of Sebastine
Steinheisero That on June 30, 1961, the CoDIIlonwealth Trust Company of
Pittsburgh, Pennsylvania, by merger with the Butler Savings and Trust Company,
became known as the Commonwealth Bank and Trust Company. That on
February 28, 1964, the Commonwealth Bank and Trust Company consolidated with
the Union National Bank of Pittsburgh and became known as The Union National
Bank of Pittsburgh.
2. T:hat on February 5, 1968 this Honorable Court approved the
transfer of the supervision of the estate of Sebastine Steinheiser to the
Orphans' Court of Washington County, Pennsylvania, and the Common Pleas Court
of Washington County, Pennsylvania, by order dated February 5, 1968, de.creed
said transfer, to be indexed in the records of the Orphans' Court at the
above number and year.
3. -That Sebastine Steinheiser was hospitalized at the Veterans
Administration Hospital, Perry Point, Maryland in 1944 and later transferred
on April 14, 1958 to the Veterans Administration Center, Hampton, Virginia,
where he continues to reside in the domiciliary center.

4. That Sebastine Steinheiser has been rated competent by the Veterans
Administration from August 26, 1966 by rating dated October 3, 1966. A true
and correct copy of said rating is attached hereto, made part hereof, and
marked Exhibit "A". That such rating by the Veterans Administration
continues to the present date, and that the mental health of Sebastine
Steinheiser has been restored.
5. That Sebastine Steinheiser is presently entitled to Veterans
Administration pension benefits in the sum of $39.37 per month and there is
a present balance in his estate in the possession of your petitioner in the
sum of approximately $390.00.
6. That the persons entitled to share in the estate of the said
Sebastine Steinheiser, if he were to die intestate at this time, are as
follows:

DECREE
AND NOW, to wit, this of October, 1968, the petition
for adjudication of competency of Sebastine Steinheiser having been
presented in open court with the Joinders of the Veterans Administration
and Sebastine Steinheiser, upon consideration of the rating decision
of competency by the Veterans Administration attached to said petition
and marked Exhibit "A", and the Affidavit of Physician presented at
·said hearing, and of the testimony taken at the hearing ori sad:.a petition,
the Court now finds that Sebastine Steinheiser has regained his ability
to care for his own property, is able to manage the same, and will not
lose or dissipate the same or become the victim of designing persons,
It is accordingly ORDERED, ADJUDGED AND DECREED that Sebastine
Steinheiser is adjudicated competent and restored to his civil rights,
and that The Union National Bank of Pittsburgh be discharged as the
guardian of his estate upon the filing of its final account and
confirmation thereof.
