MASSOCK,respectfully represents: •~t f .. 1.That they are the duly elected officials responsible for the proper administration of the Washington County Homes for Aged Men and Aged Wome • 2.That Veronica Alsko is seventy...two years of agel having been born on August 31,1889,whose domicile is the Washington County Home for Aged Women,at 2(DOlJ North Main Street,Washington,Washington CountYI Pennsyl vania,and that she has been,since March 24,1960,a paiEnt at said Home and/or a patient with the Washington County Institutien District. 3.That Veronica Alsko was brought to Washington County Home for Aged Women from her former residencel 860 Chartiers Street,Washingtonl Pa.,on March 241 1960. 4.That Veronica Alskol because of mental infirmities,is unable to manage her property and is liable to dissipate it or become the victim of de.. signing persons. 5.That Veronica Alsko was never a member of the armed forces of the United States and is not receiving any benefits from the United States Vet... erans Administration or its successor. 6.That the gross value of the estate of Veronica Alsko~to the best of your petitioner's knowledge~is as follows: a.A bank account in the amount of $1~854.59,on deposit with the Mellon National Bank and Trust Company,Washington~Pennsylo;o vania~office. b.A two"'story frame dwelling known as 860 Chartiers Street, Washington,Pennsylvania~owned by Veronica Alsko,as surviving tenant by the entireties,the assessed valuation of which is $955.00. 7.That there are no persons,to the knowledge of your petitioner,wh< are sui juris and who would be eligible to share in the estate of Veronica Alsk<, in the event she had such an estate. 8.That your petitioner believes that Veronica Alsko is incompetent, as defined ,by the Incompetents Estate Act of 1955,in that she,because of mental infirmities,is unable to manage her property or is liable to dissipate it or become the victim of designing persons. 9.That Ross Cummins,Superintendent of the Washington County Hom ~ for Aged Women,or his successor,when and if appointed,is proposed as the guardian of the estate. 10.That the proposed guardian has no interest adverse to or conflict- ing with any interest of the alleged incompetent. 11.That no other court has ever assumed jurisdiction in any proceed- ing to determine the competency of Veronica Alsko,and that Veronica Alsko has no guardian already appointed of her estate. 12.That the welfare of the alleged incompetent will not be promoted by her appearance in Court,because of her mental infirmities,and that it is contemplated that the alleged incompetent will not appear at the hearing. 13.That there is attached hereto,made a part hereof,and marked Exhibit "AVF ,the affidavit of A.O.Hindman,M.D.,the attending physician of Veronica Alsko,and the physician for Washington County Home for Aged Women. -2... 14.That there is attached hereto"made a part hereof"and marked Exhibit !WB'"an agreement to accept the appointment as guardian by the pro.. posed guardian",Ross Cummins. 15.That there is attached hereto"made a part hereof"and marked Exhibit "C"",a statement of claim against any assets'of Veronica Alsko by the Washington Cou~ty Home for Aged Women"from March 24,1960"to May 1" 1962"inclusive. PETITION FOR APPOINTMENT OF A SUCCEEDING GUARDIAN TO FILL A VACANCY TO THE HONORABLE,THE JUDGE OF SAID COURT: The petition of John Makel respectfully represents: 1.Your petitioner,John Makel is an investigator for the Washington County Home For Aged Women. 2.That Veronica Alsko at the above number and term was adjudged an incompetent and in the Final Decree,on November 26,1962,Your Honorable Court appointed Ross Cummins,Guardian on condition he file a bond in the amount of $5,000.00. 3.That,at time of appointment,said Ross Cummins was Superintendent of the Washington County Home For Aged Women. He has since retired from employment w~th Washington County and -tMneverentereduponorhaseverservedAthe capacity of guardian for the above estate. 4.That the said Veronica Alsko was at the time of filing of the Petition and the Decree an inmate of said County Institution and is presently still confined in said Home. 5.That she is indebted to said Washington County Home in a considerable sum for maintenance and no payment ever has been made. 6.That said Veronica Alsko assets consist of a bank account in the sum of $2059.00 with the Mellon Bank and Trust Company,of Washington,Pennsylvania. 7.That said Veronica Alsko being possessed of assets in excess of $1~500.00 precludes the said Washington County Home from receiving reimbursement for her maintenance from the State Medical Aid to Aged program. 8.That it is necessary that a succeeding Guardian be appointed to make payments to the Washington County Home for obligations already incurred,and your petitioner,therefore, suggests that John Showalter,presently Superintendent of Washing- ton County Home For Aged Women,be appointed Guardian to succeed Ross Cummins. WHEREFORE,your petitioner prays that John Showalter, be appointed a guardian of the Estate of Veronica Alsko,to succeed Ross Cummins. Real property -two story frame house, 860 Chartiers Street,Seventh Ward,City of 'lrlashin gton,l~ashington Coun ty,Pennsyl- vania!Said real estate is unoccupied and in a state of disrepair.Its assessed value is $955.00 and its actual value nominal.Taxes thereon are delinquent since 1967. 5.The only known heirs of decedent are two sons:, Albert Bartis 1002 Cherry Chase San Antonio,Texas Joseph Bartis Box 75 Florahome,Florida 6.Decedent died intestate. 7.There are creditors of decedent as follows: ,.
